the year 1912 together with regulations, etc., issued after those

forwarded in my Despatch No. 253 of 6th. July.

It will be noted that the Farmer's drawings

exceed 900 chests during the year but for the purposes of this

calculation, not the calendar year, but that from 1st. March to

28th. February is taken.

The increase in the Farmer's sales is probably

due to a general knowledge that the possibility of obtaining opium for smugling purposes would to a great extent cease with the

expiration of the present farm on 28th. February.

Government Notifications 254, 255 and 256 amend certain regulations dealing with the Opium Farm. No. 254 makes the Farmer report the issue of licences under section 25 to the Superintendent of Imports and Exports, and Nos. 255 and 256 make slight alterations improving the control of the sale of prepared opium by the Farmer. Government Notification 285 adds Australia to the list of countries prohibiting the import of prepared opium. With Canada it appears to have been previously omitted. Neverthe- -less no export to these countries has been permitted. Under the
